The Gallatin Housing Authority, “GHA” is soliciting competitive
proposals from qualified and experienced firms in response to GHA’s
Request for Qualifications as needed Architectural, Engineering, and
Planning Services RFQ. There are 296 public housing units located
in the City of Gallatin, Tenn., and163 public housing units located in
Carthage, Tennessee.
A pre-proposal conference will be held on Wednesday, October 14,
2020, at 10:00 a.m. CST., in the GHA conference room located at 401
North Boyers Avenue, Gallatin, Tenn. 37066. Interested vendors; due
to the Coronavirus Pandemic, we are not mandating attendance to
the pre-proposal conference. It is acceptable to request in writing to
schedule a Zoom meeting if you have questions. If enough requests
are made, we will schedule one meeting for those who are interested in

ON October 6, 2020, the City Council of Gallatin, Tennessee, pursuant
to Notice, held a Show Cause Hearing under Gallatin Municipal Code,
Chapter 5, Article IX, Section 5-241, et seq., Dangerous Buildings, in
regards to the property and structure located at the above address.
No one appeared on behalf of the estate of Nancy Banks to testify before
City Council.
Based upon the record of notices, correspondence, photographs, staff
report, statements before the Council, and the record as a whole, the City
of Gallatin, Tennessee, did find that said structure is a dangerous building
and unfit for human occupation or use pursuant to Gallatin Municipal Code,
Section 5-242 and Tenn. Code Ann. Sec. 13-21-101, et. seq. The City
Council of the City of Gallatin specifically finds the structure is a dangerous
building, unsafe and unfit for human occupation for the following reasons:
structure is unsanitary, unsecured and unsafe; garbage accumulation;
rubbish accumulation; burned and water damaged floor joists; water
damaged ceiling joists; broken wall framing; broken windows, sills and
screens; and broken and water damaged door and frames. Because of
these conditions, the building is unsafe, unsanitary and dangerous to the
health, safety, morals and general welfare of the people of this City.
The City of Gallatin, Tennessee, further directs that the aforenamed
owners shall have thirty (30) calendar days from the date of this Order in

rubbish accumulation; broken/missing/burned floor joists; broken/missing/
burned and water damaged ceiling joists; broken and water damaged roof
rafters; broken and water damaged roof decking; broke and water damaged
windows, sills and screens; broken and water damaged door and frames;
broken and water damaged decks and porches; broken water damaged
eves and overhangs; and broken and water damaged soffits. Because of
these conditions, the building is unsafe, unsanitary and dangerous to the
health, safety, morals and general welfare of the people of this City.
The City of Gallatin, Tennessee, further directs that the aforenamed
owners shall have fourteen (14) calendar days from October 22, 2020 in
which to either (1) remove the building or (2) bring the dangerous building
